Investigators discovered the scene around 8:30 p.m. in the parking lot of the 35th District headquarters, at 5960 N. Broad Street in Ogontz, police said.
No one was inside the patrol car at the time, and the piece of paper was not ablaze, according to police. It appeared as if the paper had been lit previously, police said, and it was sticking out of the gas tank while the cap was placed on the ground.
Police reported no arrests Monday night. An investigation was ongoing.
